The proposed development represents inappropriate development in the Green Belt, and would have an adverse impact on the openness of the Green Belt and the character of the area as well as on the purposes of including land within the Green Belt. The applicant has failed to demonstrate any very special circumstances to justify this inappropriate development and the harm caused to the openness of the Green Belt, and any other harm. As such, the proposal is considered to be contrary to Local Plan Policies CS4 ‘Green Belt’, and SP10 ‘Proposals for Outdoor Sport, Outdoor Recreation and Cemeteries in the Green Belt’ and the guidance contained within the National Planning Policy Framework (NPPF).

The proposed submission does not provide adequate information regarding the impact upon ecology, in order for the Council to assess the impact upon local ecology and protected species. Therefore, the proposal is contrary to Polices CS20 & SP33 and the guidance contained within the National Planning Policy Framework (NPPF).

The proposed submission does not provide adequate information regarding the depth, levels and drainage arrangement for the pond, in order for the Council to assess the impact of the development upon local drainage and overland flows.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
