01
The proposed change of use from a dwellinghouse (Use Class C3a) to a children's home (Use Class C2) is unacceptable due to its location within an area experiencing high levels of crime and anti-social behaviour. As a result, the proposal would fail to provide a safe and suitable environment for vulnerable children and would be detrimental to their health, wellbeing and welfare. The development is therefore contrary to Policies CS27 and SP55 of the Rotherham Local Plan and the relevant provisions of the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local
Planning Authority. It is not possible to support a scheme of this nature nor would
any amendments make it acceptable. It was not considered to be in accordance with
the principles of the National Planning Policy Framework and resulted in this refusal
