01
The proposed first-floor side and rear extensions, by reason of their scale, massing and siting, would represent a disproportionate and visually dominant addition, harming the character and appearance of the host dwelling and street scene. Furthermore, the development would result in an unacceptable overbearing impact, loss of outlook and increased sense of enclosure for the occupiers of No. 65. The proposal is therefore contrary to the August 2026 National Planning Policy Framework, Policy CS28 of the Rotherham Local Plan Core Strategy, Policy SP55 of the Sites and Policies Document, and the Householder Design Guidance SPD.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
