Conditions / Reason for Refusal: 01 The Council considers that the design of the two-storey side extension being over half the width of the original dwelling and over the width of the existing dwelling would create a scheme that would not be subservient to the host property and would be harmful to the character and appearance of the host property and the street scene in general. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. 02 The Council considers that the design and position of the Juliet balcony to the rear elevations of the two-storey side extension would be harmful in terms of privacy to the neighbouring dwelling no. 89 Serlby Lane. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
