| Conditions / Reason for Refusal: |
01
The proposed accommodation, by reason of its detached form, size, internal arrangement and provision of all facilities necessary for day-to-day independent living, would not be functionally ancillary to the host dwelling and would instead result in the creation of a separate self-contained dwellinghouse. Insufficient information has been submitted to demonstrate that the creation of an additional dwelling at this location would represent an acceptable form of development having regard to the development plan and the requirements of sustainable development. The proposal is therefore contrary to Policies CS28 and SP55 of the Rotherham Local Plan and the objectives of the National Planning Policy Framework.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
