Reasons for refusal

The proposed 5.4m high fence, by reason of its excessive height, scale, massing and prominence, would appear as an unduly intrusive, dominant and incongruous feature within the locality. The development would fail to respect the prevailing character of the area and would have a detrimental impact upon the setting of the adjacent Historic Park and Garden. The proposal is therefore contrary to the objectives of the Council's Design Supplementary Planning Document, which requires boundary treatments to be appropriate to their context and respectful of local character, and is contrary to the design and heritage policies of the Development Plan.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
