The wall, fencing and gates are considered to result in significant harm to the residential character of the area. Due to their prominent position along the highway, the materials and finish create a visually intrusive appearance that erodes the open character of the streetscene and fails to complement the surrounding area. As such, the development is contrary to Local Plan Policies CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, the Council’s Householder Design Guide SPD, and the guidance set out in the National Planning Policy Framework and National Planning Practice Guidance.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
