The Council considers that the proposed detached outbuilding constitutes a disproportionate addition to the existing dwelling and as such represents inappropriate development in the Green Belt. The outbuilding is considered to have a significant detrimental impact on the openness of the Green Belt for which no very special circumstances have been demonstrated to overcome this and other harm caused. As such the proposal is contrary to adopted Rotherham Local Plan Policies CS4 ‘Green Belt’ and SP2 ‘Development in the Green Belt’, adopted Rotherham SPD ‘Development in the Green Belt’ and the National Planning Policy Framework.

The hot tub as quoted on the existing site plan and topographical shall be removed within 3 months of this decision.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and whilst the applicant did make amendments through the determination process they were still not make the scheme acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
