The development has a detrimental impact upon the character of the area. The roof form and dormer design introduces an incongruous feature that is harmful to the character and appearance of the streetscene and results in an overbearing and unacceptable impact on neighbouring residential amenity. The proposal therefore conflicts with the National Planning Policy Framework, adopted Rotherham Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, and the adopted Rotherham Householder Design Guide Supplementary Planning Document.

Enforcement action has been authorised requiring the extensions to be put back to what was originally approved under planning application RB2021/1249. Should enforcement action be pursued, these works would be required to take place within 6 months of any enforcement notice coming into effect. Appropriate action should be taken to carry out this to avoid formal enforcement action.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable, other than to revert back to a previously approved scheme. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
