01
The Council considers that the loss of the internal wall between two of the principal ground floor rooms of the Grade II listed building would harm the significance and special character and appearance of the Grade II listed building by changing the historic room layout and the loss of historic fabric. Furthermore, the installation of the external roller shutter to the door of the Golf Shop harms the significance and special character of the Grade II listed building. As such, the proposals are
contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’ & SP40 ‘Listed Buildings’ as well as advice contained in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was considered that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
