The Council considers that the erection of a two storey front and single storey rear extension represent a disproportionate addition to the existing dwelling and is inappropriate development in the Green Belt. The development would have a significant detrimental impact on its openness. No very special circumstances have been demonstrated to overcome this and other harm caused and as such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework.

The Council considers that the proposed two storey front extension by virtue of its position and size is of a poor design and adds a modern incongruous alien feature which is wholly at odds with the character of the host property and would detrimentally affect its appearance by dominating the front elevation. The single storey rear extension eaves are to be set higher than that of the host dwelling and due to its position would be visually prominent within the street scene of Common Road and would appear as an incongruous addition when viewed from the street and would be harmful to character and appearance of the host property. The proposal would therefore be materially detrimental to the street scene and the wider locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant and the Local Planning Authority engaged in pre application discussions to consider the development before the submission of the planning application. The application was not submitted on the basis of these discussions. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
