The Council considers that the erection of car port, by virtue of its external volume, when including all other extensions and additions to the host dwelling and the site, represents a disproportionate addition to the original property and has resulted in substantial harm to the openness of the Green Belt and constitutes inappropriate development. No very special circumstances have been demonstrated to overcome the harm caused by the inappropriate development and other harm caused, and consequently the proposal is in conflict with Policies CS4 ‘Green Belt’, SP2 ‘Development in the Green Belt’ and SP4 ‘Extensions to Buildings in the Green Belt’ as well as Green Belt Guidance 2 of the SPD ‘Development in the Green Belt’ and the National Planning Policy Framework (2024).
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
