Reasons for Refusal:

The reason for refusal relates to the following matters:
• T2 Sycamore – Reduce height and radial spread by approx. 2m to leave remaining height of 16-18m and radial spread of 6m.
There is not sufficient evidence showing that the proposed works are justified, in accordance with industry best practice, as detailed in the latest edition of British Standard 3998. As such, the proposals would be contrary to BS3998 and Local Plan Policy SP33 ‘Conserving and Enhancing the Natural Environment.’
The proposed works are considered excessive to achieve the desired clearance. Clearance of the roof can be achieved without reducing the whole of the tree’s crown – which would result in significant, and unnecessary leaf loss and amenity value.
Conditions imposed:

Consent is granted to the following schedule of works, and refers to the submitted applicant’s site plan:
Tree Species Consented Works
T2 – Sycamore Reduce small diameter branches which extend over the roof on the northern side of the tree’s canopy to provide a clearance of approximately 3m (when the tree is in leaf).

All tree works detailed in condition 01 shall be carried out in accordance with British Standard 3998: 2010, unless otherwise stated in the application.

Please note the authorised works should be completed within 2 years of the decision notice otherwise a new application for consent to carry out any non-exempt tree work will be required.
Informative:
1) T1 (as indicated in the submitted details) is not a Sycamore but a Copper beech – this tree is not subject to a Tree Preservation Order (nor within a Conservation Area) so is, therefore, exempt from the requirement to seek consent by the submission of an application.
T1 is, however, growing outside the curtilage of the applicant’s property so would require the permission of the tree’s owner to undertake any works which exceed that which is permitted under established common law.
