Rotherham Metropolitan Borough Council Council Online Planning - Decision Notice Summary

Planning Application Number: RB2026/0120
Site Address: Land to rear/side 11 Holly Mount Wickersley 9999
Description: Outline application for erection of detached dwelling with all matters reserved
Officer Recommendation: REFUSED
Officer Recommendation Date: 02 April 2026
Decision Date: 02 April 2026
Decision Type: REFUSED
Temporary Expiry Date:
Decision Level/Committee: Delegated (Part 2A)
Conditions / Reason for Refusal: 01 Holly Mount is an unadopted private road approximately 110 metres in length and is of limited width (some 4 metres at the junction with Lings Lane), is of substandard construction, has substandard street lighting and is lacking in separate pedestrian facilities and a turning area. The first section of Holly Mount is incapable of accommodating two way traffic flows (cars). The proposal, if implemented, would increase the likelihood of vehicular conflict in this location and result in reversing manoeuvres into Lings Lane where visibility is severely restricted 02 The proposed development would be contrary to the Councils general practice of restricting the number of dwellings served by a private drive to five so as to ensure that the future maintenance of streets serving more than five dwellings is provided for by adoption by the Council
