Reasons for refusal

The development as constructed is not in accordance with the plans approved under RB2024/0237 and results in an outbuilding of significantly greater height and visual prominence. The increased ridge height introduces an incongruous feature that is harmful to the character and appearance of the streetscene and results in an overbearing and unacceptable impact on neighbouring residential amenity. The proposal therefore conflicts with the NPPF, Local Plan Policies CS28 and SP55, and the adopted Householder Design Guide SPD.

Enforcement action has been authorised requiring the extensions to be put back to what was originally approved under planning application RB2024/0237. Should enforcement action be pursued, these works would be required to take place within 6 months of any enforcement notice coming into effect. Appropriate action should be taken to carry out this to avoid formal enforcement action.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable, other than to revert back to a previously approved scheme. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
