The garage by virtue of its prominent siting within the front garden of this residential property, appearance and materials of construction introduces an incongruous feature in the street scene, appears out of keeping, harmful to the area and is detrimental to the appearance of the host property and area in general. As such the development is contrary to Local Plan policies CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, as well as the Council’s SPD Householder Design Guide’, Wickersley Neighbourhood Plan, Wickersley Design code and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.

(B) That the Chair and Vice Chair in conjunction with the Director of Planning Service, authorise the service of an Enforcement Notice under Section 172 of the Town and Country Planning Act 1990, on the OWNER / OCCUPIER of, and anyone else having an interest in, the land at 10 Goose Lane, Wickersley Rotherham S66 1JN, requiring the removal of the garage with a compliance period of 3 months, and Prosecution action should the steps not be taken within the required time period.
