The use of the mansion house and gardens including events within the grounds of Wentworth Woodhouse hereby permitted shall be for a limited up to the 31st December 2028. Unless further permission is granted, the use hereby permitted shall be discontinued in accordance with a scheme of work that shall first have been submitted to and approved in writing by the local planning authority.
Reason
The justification for the development covers a temporary period and the information submitted in support of the application sets out the current level of activity remains as proposed under this application until 31st December 2028.

The premises shall be used for (visitor attraction and multi venue events spaces) and for no other purpose (use class Sui Generis of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) (or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification).

Construction works shall take place only between 08.00 and 18:00 on (Monday to Friday) and shall not take place at any time on Sundays or on Bank or Public Holidays.

Trees

No operations (including site clearance) of the car park hereby approved but not completed, shall commence on site in connection with development hereby approved until a suitable scheme (Arboricultural Method Statement) for the protection of existing trees and hedgerows has been submitted and its installation on site has been approved in writing by the Local Planning Authority.
Reason
To protect the special character and appearance of the Grade II* Historic Park and Garden and the setting of designated heritage assets in accordance with policies SP33 ‘Conserving and Enhancing the Natural Environment’ and SP40 ‘Listed Buildings.’

All protection measures must fully detail the impact on trees affected by the remaining section of the car park not yet completed. The details of which shall set out all construction works and hard and soft landscaping works. Details shall include the following:
Full survey of all trees around the remaining section of the car park hereby approved but not completed, and those within influencing distance on adjacent sites in accordance with BS5837*, with tree works proposals. All trees must be plotted on a scaled site plan**, clearly and accurately depicting trunk locations, root protection areas and canopy spreads. (Provided)
Arboricultural Impact Assessment (AIA) will need to demonstrate that all tree related impacts of the proposed development have been fully considered, including activities potentially damaging to trees (i.e. level changes, removal/creation of hard surfacing, service runs, etc.).
A schedule of tree works for all the retained trees specifying pruning and other remedial or preventative work, whether for physiological, hazard abatement, aesthetic or operational reasons. All tree works shall be carried out in accordance with BS 3998.

A Tree protection plan** in accordance with BS5837* detailing all methods of protection, including but not restricted to: locations of construction exclusion zones, root protection areas, fit for purpose fencing and ground protection, service routes, works access space, material/machinery/waste storage and permanent & temporary hard surfaces.
Soil remediation plans, where unauthorised access has damaged root protection areas in the construction exclusion zones. All tree protection methods detailed in the approved Arboricultural Method Statement shall not be moved or removed, temporarily or otherwise, until all works including external works have been completed and all equipment, machinery and surplus materials have been removed from the site, unless the prior approval of the Local Planning Authority has first been sought and obtained. Using the most recent revision the of the Standard. Plans must be of a minimum scale of 1:200 (unless otherwise agreed by the Local Planning Authority).

The remainder of the car park hereby approved, shall be constructed in accordance
with a suitable Tree Monitoring Program.
a) Prior to the commencement of development of the remaining car park (including ground works and site clearance), the following shall be submitted to and approved by the Local Planning Authority: A tree monitoring program to include:
Confirmation of who shall be the lead arboriculturist for the development.
Confirmation of the Site Manager, key personnel, their key responsibilities and contact details.
Details of induction procedures for all personnel in relation to Arboricultural matters.
A detailed timetable of events for arboricultural supervision concerning all tree protection measures within the approved Tree Protection Plan, including: - Prestart meeting with a Rotherham Council Tree Officer - Initial implementation/installation of the tree protection measures - Approved incursions into construction exclusion zones - Final removal of the tree protection measures
Procedures for dealing with non-approved incursions into the construction exclusion zones as detailed in the approved Arboricultural Method Statement.
b) Within three months of first use of the remainder of the car park hereby approved, a report containing the following details shall be submitted to and approved by the Local Planning Authority:
Results of each site visit by the lead arboriculturist with photos attached.
Assessment of the retained and planted trees including any necessary remedial action as a result of damage incurred during construction.
Reason
To protect the special character and appearance of the Grade II* Historic Park
and Garden and the setting of designated heritage assets in accordance with
policies SP33 Conserving and Enhancing the Natural Environment and SP40
Listed Buildings.

The proposed tree planting and pits shall be undertaken in accordance with the
Plans approved under discharge of condition RB2022/1105, unless otherwise
agreed in writing with the Local Planning Authority.
Reason:
To ensure appropriate tree protection in the interests of protecting the visual
amenity of the area, contributing to the quality and character of Rotherham’s
environment, air quality and adapting to and mitigating climate change in
accordance with Rotherham’s Core Strategy Policies CS3: Location of New
Development, CS19: Green Infrastructure, CS20 Biodiversity and Geodiversity,
Policy CS21 Landscape, Policy CS28 Sustainable Design.
Archaeology

Prior to the commencement of the works for the remainder of the car park not yet
complete, details of a competent person/persons or organisation to undertake
the works in accordance with the approved Written Scheme of Investigation titled
Lady Mabel College Buildings, Stables and Car Park, Wentworth Woodhouse,
Rotherham South Yorkshire, Written Scheme of Investigation for Historic
Building Recording, Structural Watching Brief and Archaeological Watch Brief
reference 209173.02 dated July 2022, shall be submitted to and approved in
writing to the Local Planning Authority.
Reason:
To ensure that any archaeological remains present, whether buried or part of a
standing building, are investigated and a proper understanding of their nature,
date, extent and significance gained, before those remains are damaged or
destroyed and that knowledge gained is then disseminated.
Car Parking and Footpath

The use of the overflow car park to the north of the access road and Stable Block
and the Coach Parking to the east of the access road to the Mansion is for a
temporary period up to the 31st December 2028. At the end of this period the car
park to the east of the house shall be removed and the site restored in
accordance with plans submitted to and approved in writing with the Local
Planning Authority. Unless further permission is granted.
Reason
For the Local Planning Authority to assess the visual impact of the parking areas
on the setting of the designated heritage assets and to protect key views to and
from the east front of the Mansion. In accordance with Policies CS23 ‘Valuing the
Historic Environment’ and SP40 ‘Listed Buildings.’

The construction and surfacing of the footpath connecting the approved car park
to the Mansion shall be undertaken in accordance with the details approved
under discharge of condition request RB2022/1434.
Reason
In the interests of pedestrian safety and accessibility and to protect the setting of
the designated heritage assets. In accordance with Policy SP40 Listed Buildings
and Policy CS20 ‘Biodiversity and Geodiversity.’

The surfacing of the remaining section of the car park, which has not yet been
Completed, shall match the surface treatment of the existing car park. Unless
otherwise agreed in writing with the Local Planning Authority.
Reason
To protect the setting of designated heritage assets in accordance with Policy
SP40 Listed Buildings.’

The grassed area approved as an overflow car park will be protected during its
use in accordance with the details approved as part of discharge of condition
request RB2022/1105. Unless otherwise agreed in writing with the Local Planning
Authority.

To protect the Grade II* Historic Park and Garden in accordance with Policy SP40 ‘Listed Buildings.’ Landscaping

The Landscaping Scheme hereby approved shall be undertaken in accordance with the details approved under discharge of condition request RB2023/0850.
Reason
To ensure that there is a well laid out scheme of healthy trees and shrubs to protect and enhance the setting of designated heritage assets including the Grade II* Historic Park and Garden in accordance with Local Plan Polices SP33 ‘Conserving and Enhancing the Natural Environment’ & SP40 ‘Listed Buildings’.
Ecology

The development hereby approved shall proceed in accordance with the Waste Management Plan approved under discharge of condition request ref RB2022/1846. Unless otherwise agreed in writing with the Local Planning Authority.
Reason
To protect the setting of the designated heritage assets in accordance with Policy SP40 ‘Listed Buildings’ and WCS7 ‘Managing Waste in All Developments.’ Highways

Events shall not commence between the hours 16:00 hrs to 18:00 hrs on a Monday to Friday.
Reason
To avoid congestion on the surrounding road network.

Prior to the first use of the remainder of the visitor carpark hereby permitted, a footpath which is suitable for all users (minimum width 2.5 m) linking the new car park and Cortworth Lane shall be provided in accordance with approved plan ref. WW.06 3082 dated 23-05-2023. The approved scheme shall be implemented and retained as such within a timeframe to be agreed by the Local Planning Authority. In the event that the link cannot be provided, alternative proposals shall be submitted to ensure that highway and pedestrian safety issues can be addressed on the entrance of the site to Cortworth Lane.
Reason
In the interest of highways and pedestrian safety and to assure accessibility to the site for visitors using other means of transport than the private car.

The signage Scheme shall be undertaken in accordance with the details approved under Discharge of Condition Request RB2022/1287.

Before the remainder of the car park is brought into use the car parking area shall be provided, marked out and thereafter maintained for car parking.
Reason
To ensure that the car parking area is suitably marked out for safe and effective use of vehicles.

The development shall proceed in accordance with the updated Wentworth Woodhouse Preservation Trust ,Travel Plan dated May 2026 approved under discharge of condition request RB2026/0334, unless otherwise agreed in writing with the Local Planning Authority.
Electric Vehicle Charging

The provision of Electric Vehicle Charging Points shall be delivered as follows:
a) Within 6 months of the date of this permission, a minimum of 4 electric vehicle charging points shall be installed in accordance with the approved plan ref. (Drawing number J6942-MXF-CP-XX-DR-J-30100). The approved charging points shall be made fully operational and retained thereafter.
b) Within 18 months of the remainder of the car park being brought into use, a Monitoring Report shall be submitted to the Local Planning Authority to confirm the capacity on the grid to provide additional electric vehicle charging points within the car parks on the Estate. Subject to the Monitoring Report confirming available capacity, the Monitoring Report shall then provide details and drawings to show the locations of the additional electric vehicle charging points. The additional electric vehicle charging points shall then be provided to the satisfaction of the Local Planning Authority in accordance with the details approved within the Monitoring Report.

In the interests of sustainable development and air quality.

The access adjacent to North Lodge shall only be used for events with over 1000 visitors and shall not be used for general access to the site.
Reason In the interests of highway safety.
Drainage

The surface water drainage for the car park hereby approved, but not yet completed, shall be undertaken in accordance with the details approved under discharge of condition request RB2023/0850.
Reason
To ensure that the development can be properly drained and will be safe from flooding.
Local Labour Condition

The Local Labour Agreement approved under discharge of condition request RB2022/1434 shall be carried out in accordance with the approved details.
Reason
To improve skills in all of Rotherham’s communities through the promotion of access to training, education and local employment opportunities, in accordance with Policy CS10 ‘Improving Skills and Employment Opportunities’
Positive and Proactive Statement
The applicant and the Local Planning Authority engaged in pre application discussions to consider the development before the submission of the planning application. The application was further amended during the application process. It was considered to be in accordance with the principles of the National Planning Policy Framework.
