The very low density of the development is considered to fail to make effective use of the Grey Belt land where there is an unmet need for residential development. Furthermore, the proposal fails to include a mix of housing and is considered to be contrary to advice contained within the NPPF and the NPPG and the supporting text of Policy CS7 Housing Mix and Affordability of the adopted Core Strategy.

The very low density of the scheme is considered to be contrary to the surrounding grain and character of the immediately surrounding area and is likely to lead to a poor form of development, harming the character and appearance of the immediately surrounding area contrary to Core Strategy Policy CS28 – Sustainable Design, and Sites and Policies Policy SP5 Sustainable Design and guidance contained within the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
