The Council considers that visibility at the access is severely restricted in a westerly direction, such that the driver of a vehicle leaving the access must emerge into the highway before an acceptable degree of visibility is available, specifically to the detriment of pedestrian road safety, contrary to the advice within the NPPF.

The Council also considers that the width of the access is 4.5m which is not sufficient to allow two vehicles to pass each other safely, with the potential that a vehicle may have to reverse back into the busy B classified road, to the detriment of highway safety, contrary to the advice within the NPPF.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority and further information has been requested to fully understand the scope of the proposal. Based on the information submitted it is not possible to support the scheme proposed. The Local Planning Authority still does not consider that the application is valid as the red-edge site plan does not appear to show the full site area. However, the application has been determined on the basis of the submitted details and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
