Conditions / Reason for Refusal: 01 The proposed change of use would result in a use that is not compatible with adjacent existing and proposed land uses and would not positively contribute to the range and quality of employment opportunities in the borough. Furthermore, the proposal would result in the loss of a purpose built commercial unit within a strategically located industrial / commercial estate which would further dilute employment land. The proposal is in conflict with adopted Local Plan policy SP17 ‘Other Uses within Business and Industrial and Business Areas’ and relevant national policies and guidance. 02 The proposed level of car parking facilities are not considered appropriate for the potential size of congregation such that indiscriminative car parking will occur within the adjacent public highways to both the detriment of pedestrian / road safety and also the safe operation of the public highway. POSITIVE AND PROACTIVE STATEMENT Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
