The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans (as set out below)

The use hereby approved shall only operate between the following hours:
08:00hrs 16:30hrs Mondays to Fridays
08:00hrs 12:00hrs Saturdays.
There shall be no operations on site on Sundays or Bank Holidays.

In the interests of amenity to the surrounding areas.

The external storage on site shall be in accordance with the layout shown on Site Layout Plan MS/88/25-03. The maximum height of any external storage shall be 3 metres and all materials shall be stored within the allocated bays in accordance with the approved plan. The site shall be operated in accordance with the submitted plan and restrictions on height of the stored material within 3 months of the date of this permission.
Reason
In the interest of visual amenity of the locality.
Highways

That part of the site not occupied by the building(s) or storage areas, shall be
made available for vehicle turning at all times.
Reason
In the interest of highway safety and to reduce parking impact on adjacent businesses.
Noise breakout

Prior to the operation of the waste recycling building hereby approved, manufacturers specification documentation shall be submitted to the local planning authority for approval which demonstrates that the roller shutter doors installed to the waste recycling building as a minimum can achieve a sound reduction of 25dB (Rw) above that which would be expected from a non-acoustic roller shutter door.

To safeguard the amenities of the occupiers of nearby properties in accordance with
RMBC Policy SP52 and parts 12 & 15 of the NPPF.

The roller shutter doors to the waste recycling building shall be kept closed at all times other than for access/egress by vehicles. Loading or unloading of waste within this building shall take place only when the roller shutter doors are closed.

The site/operator has a current Environmental Permit for a waste treatment facility. We have the following informative comments to make.
Advice to applicant
The Environmental Permitting (England and Wales) Regulations 2016 state that
permitted sites should not harm human health or pollute the environment. The operator is therefore required to have measures in place which will:
prevent pollution
ensure that there is no harm to human health, the quality of the environment, or the surrounding amenity
ensure that there is no offence to a human sense or damage to material property
The developer must apply the waste hierarchy as a priority order of prevention, re-use, recycling before considering other recovery or disposal options. Government guidance on the waste hierarchy in England can be found here:

Site Waste Management Plans (SWMP) are no longer a legal requirement, however, in terms of meeting the objectives of the waste hierarchy and your duty of care, they are a useful tool and considered to be best practice.
The Environmental Protection (Duty of Care) Regulations 1991 for dealing with waste materials are applicable to any off-site movements of wastes.
The code of practice applies to you if you produce, carry, keep, dispose of, treat, import or have control of waste in England or Wales.
The law requires anyone dealing with waste to keep it safe and make sure its dealt with responsibly and only given to businesses authorised to take it. The code of practice can be found here:

We advise that the applicant install a sealed drainage system on site to ensure effective pollution control, containment of hazardous substances, fire prevention and safety, and compliance with regulatory requirements. A sealed drainage system is both a safeguard against environmental pollution and a legal necessity for the responsible operation of a metal waste site of this type.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into any formal pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and following clarifications and additional details did not require any further alterations or modifications.
