The removal of Planning condition No 7 of RB2015/0676P would significantly reduce the accessibility to render the site inaccessible for all users as required by the NPPF 115 (b) and Local Plan Policy SP 26 Sustainable Transport for Development. It would also encourage pedestrians to walk in the A classified highway to the detriment of both road and pedestrian safety.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and whikst amendments were suggested to the wording of the Condition the applicant did not wish to consider theseno amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
