The Council considers that the removal of Condition 04, previously imposed under planning application RB2024/1765, would result in a reduction of the available pedestrian walkway within this local centre. This would likely force pedestrians to divert through the adjacent car park, increasing the potential for conflict between pedestrians and vehicles. The proposed placement of tables and chairs would therefore significantly compromise pedestrian safety and hinder the free flow of foot traffic by restricting access along the footway.

POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
