The Council considers that the width of the two storey side extension as constructed creates a visual imbalance in this pair of semi-detached dwellings to the detriment of the visual amenity of the host dwelling and the streetscene. Additionally, the design of the front extensions fails to reflect the architectural style and local vernacular characteristics and uniformity of the streetscene and does not make a positive contribution to the visual appearance of the area. Accordingly, the proposal is contrary to the aims of Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ as well as the Supplementary Planning Document – ‘Householder Design Guide’ and would also be in direct conflict with the requirements outlined within the National Planning Policy Framework and the National Planning Policy Guidance.

Enforcement action has also been authorised requiring the extensions to be completed in accordance with the previously approved plans ref RB2022/1350, with a compliance period of 6 months from any enforcement notice coming into effect.
Appropriate action should be taken as soon as possible to avoid the Council serving a formal Enforcement Notice in this respect.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is considered that it is not possible to support the completed scheme and that the applicant should revert to the previously approved scheme approved under planning application RB2022/1350. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
