Reasons for Refusal

The Council considers the existing building unsuitable for residential conversion due to its limited size, constrained positioning, and the absence of adequate private amenity space for future occupants. Additionally, the proposed development would be subject to overlooking from existing apartments to the east, which would significantly compromise residential amenity. Consequently, the proposal will conflict with Local Plan Policy SP 55 ‘Design Principles’ and the overarching objectives of the National Planning Policy Framework (NPPF).

The private drive is considered inadequate to cater for additional pedestrian / vehicular traffic likely to be generated by the proposed dwelling by virtue of its limited width and lack of separate pedestrian facilities such that the development, if implemented, would increase the potential for vehicular and vehicular – pedestrian conflict to the detriment of both pedestrian and road safety.

POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
