The Council considers that, due to the tranquil location, proximity to nearby sensitive receptors, the maximum number of guests, and the potential for parties and anti-social behaviour, the proposed change of use to a short-term let would introduce a new source of noise in the area. Consequently, this would result in a significant adverse impact on nearby occupiers in terms of noise nuisance and general disturbance, which could not be effectively mitigated. As such, the proposal would be contrary to Local Plan Policy SP52 'Pollution Control' and the guidance set out in the NPPF.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature, and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.

Enforcement action has been authorised requiring ceasing of the use of the property as a holiday let with a compliance period of 3 months. Appropriate action should be taken to cease this use to avoid formal enforcement action.
