Conditions / Reason for Refusal: 01 The Council considers that the proposed increase in ridge height and two story infill extension by virtue of the property’s’ location and proximity to the shared boundary with No 2 Grange court and no16 Church View would result in an unacceptable and materially detrimental impact of overshadowing, overlooking and overbearing impact to the neighbouring properties and their garden areas. The proposal is therefore contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’. 02 The Council considers that the proposed increase in ridge height and two story infill extension by virtue of its position, size, poor design and use of render is wholly at odds with the character of the host property and would detrimentally affect its appearance by overly dominating the plot. The combined proposal would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and its neighbours. The proposal would therefore be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 andSP55 and the Supplementary Planning Document - ‘Householder Design Guide’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
