The Council considers that the private drive (Southwell Road) is inadequate to cater for additional pedestrian / vehicular traffic likely to be generated by the proposed dwelling. The scheme if implemented will result in 6 No dwellings served from a private drive contrary to the South Yorkshire Residential Design Guide which limits 5No dwellings utilising a private drive.

The proposed dwelling by virtue of its position and layout and limited external amenity space would result in unsatisfactory living conditions for the future occupants contrary to Policy SP55 ‘Design Principles’ of the adopted Rotherham Local Plan, and the National Planning Policy Framework.

The Council considers that the proposed development would fail to take the opportunities available for improving the character of the area, having little regard to the layout and character of the neighbouring properties and the streetscene. The proposal would result in a cramped form of development which would be out of character with the grain of the surrounding area and therefore conflict with Policies CS28 ‘Sustainable Design’, SP12 ‘Development on Residential Gardens’ and SP55 ‘Design Principles’ of the adopted Rotherham Local Plan as well as the National Planning Policy Framework
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
