Conditions / Reason for Refusal: 01 The Council considers that the parcel locker within a prominent location within an established residential area has an unacceptable visual impact on the street scene. Its design is poor quality and utilitarian and due to its location it would be materially harmful to the character of the area. The development is therefore contrary to Local Plan Policy CS28, SP55 and the NPPF 02 It would also result in increased activity to the forecourt of the retail premises in close proximity to existing residential properties by virtue of deliveries and collections and opening and closing of locker doors. The Council further considers that the lockers have a detrimental visual impact on the principle front outlooks of the immediately adjacent residential properties by virtue of its 2.4m height combined with its prominent siting on this front location. Consequently, the development is considered to conflict with Policies SP11 ‘Development in Residential Areas’ and SP55 ‘Design Principles’ and the NPPF. Informative Enforcement action has been authorised requiring the removal of the parcel locker structure with a compliance period of 3 months. It is also recommended that, where the Enforcement Notice is not complied with within the relevant timescales, Prosecution action be authorised. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have potentially identified a possible acceptable alternative to relocate the structure to the front of the shop, the applicant is unable to amend the scheme due to ground vents. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
