The proposed conversion of the existing integral garage would remove one of the two off-street parking spaces currently available at the property. This would result in an under-provision of parking, likely displacing vehicles onto the highway and creating conditions that would obstruct the safe and convenient movement of vehicles and pedestrians. Allowing such development would also risk setting a precedent for similar conversions within the surrounding estate, which would cumulatively undermine highway safety and residential amenity. The proposal is therefore considered to be contrary to the Council’s adopted Parking Standards (SPD12), Policy SP55 of the Local Plan, and the National Planning Policy Framework, all of which seek to ensure safe and secure residential environments.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
