The proposed use would result in customer vehicles being parked in adjacent residential streets which currently suffers a degree of parking stress due to the lack of off street parking provision. This will result in drivers making unexpected manoeuvres in the highway compromising the safe operation of the highway and compromising pedestrian safety, contrary to advice within the NPPF and Local Plan Policy SP56.

The reduced size of the existing residential dwelling and the poor outlook from the kitchen/ living room would fail to provide sufficient amenity for future residents, in terms of lack of space and poor outlook. This poor living environment is contrary to Policy SP55 ‘Design Principles, guidance contained within the National Technical House Standards.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
