The application fails to demonstrate that the proposed development would not result in the loss or detriment to important mature trees on site, which make a significant contribution to the character and ecological value of the area. No tree survey has been submitted to assess the impact of the development on existing trees, particularly those to the rear of the site which provide amenity and biodiversity benefits. The proposal is therefore contrary to Local Plan Policy SP33 ‘Conserving and Enhancing the Natural Environment’ and Paragraph 136 of the National Planning Policy Framework, which require that existing trees are retained wherever possible and that planning decisions should ensure the protection of trees that contribute to local character and biodiversity.
POSITIVE AND PROACTIVE STATEMENT
The applicant and the Local Planning Authority engaged in pre application discussions to consider the development before the submission of the planning application. The application was not submitted on the basis of these discussions. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
