The Council considers that the erection of single storey rear extension, alteration to roof design and raising the ridge height, dormer to the side and external render when combined with previous extensions to the dwelling would represent a disproportionate addition to the original dwelling and therefore constitute inappropriate development in the Green Belt. By definition, the development would have a detrimental impact on its openness and no very special circumstances have been demonstrated to overcome this and other harm caused. As such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
