Conditions / Reason for Refusal: 01 The Council considers that the front porch, two storey rear extensions, single storey rear extension, balcony to the rear, formation of pitched roof to existing attached garage and replacement windows and external render represent a disproportionate addition to the existing dwelling and is inappropriate development in the Green Belt. The development would have a significant detrimental impact on its openness. No very special circumstances have been demonstrated to overcome this and other harm caused and as such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework. 02 The proposed raised balcony and two storey rear extension by virtue of the design, siting and scale are considered to have a significantly harmful impact on the amenities of occupiers of neighbouring dwellings and overbearing impact. The works would result in overlooking of the garden areas and habitable accommodation of no.s 11b Common Road and 19 Common Road. The proposal is therefore considered to have a significantly harmful impact on the amenities of occupiers of neighbouring dwellings. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
