The Council considers that insufficient information and justification has been submitted to support the applicant’s claim that the stables are appropriate facilities for outdoor sport and recreation in the Green Belt. The development therefore represents inappropriate development in the Green Belt and, by way of its size and location, has a materially adverse effect on the openness of the Green Belt and would lead to an unacceptable level of encroachment, harming the visual amenity and character in this location. No very special circumstances have been demonstrated to overcome the harm caused and the proposal is therefore contrary to National Planning Policy Framework (NPPF) and local planning policies CS4, SP2, and SP10, nor does it align with guidance in Supplementary Planning Document No. 3
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
