The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
Reason
In order to comply with the requirements of the Town and Country Planning Act 1990.

The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications as shown on the approved plans (as set out below)

All plant and equipment shall be positioned as shown in the ‘Proposed Plan and Elevations’ by DB3 Leeds, dated 4th February 2025 (Ref: 18013-DB3-00-00-DR-A-200011).

The site shall operate in accordance with the agreed noise survey details shown in the ‘Proposed Plan and Elevations’ by DB3 Leeds, dated 4th February 2025 (Ref: 18013-DB3-00-00-DR-A-200011) shall not exceed those stated within Appendix E (Manufacturer Plant Noise Levels) of the Plant Noise Impact Assessment (2) by NSL Noise Solutions Limited, dated 20th January 2025 (Project Reference: 88915).

RMBC Policy SP52 and parts 12 & 15 of the NPPF.

The proposed lighting shall be installed in accordance with the Co-op 6849 Swinton External Lighting Calculation by ZG Lighting (UK) Limited, dated 29th October 2024 (Project No: 0002380496). The lighting shall not exceed the maximum Lux levels as detailed in the lighting assessment and be maintained throughout the lifetime of the consent.

The laundrette and air conditioning unit shall only operate during the store opening hours (07.00 – 23.00 hours) as indicated in paragraph 2.4 of the Noise Assessment (NSL Noise Solutions Limited 20.01.25).

POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into any formal pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and following clarifications and additional information did not require any further alterations or modification.
