The Council considers that the design of the two-storey side extension being over half the width of the original dwelling, not being set back and the roof being designed as a gable in place of a hipped design and being set down, would create a scheme that would not be subservient to the host property and would be harmful to the character and appearance of the host property and the streetscene in general. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
