The proposed garage by virtue of its prominent position to the front of the property, is considered to result in a utilitarian appearance that is detrimental to the character and appearance of the street scene, and despite the proposed mitigatory measures proposed by the applicant, would not be sufficient to overcome the detrimental impact upon the adjoining neighbour at no 188. The proposed garage is therefore considered contrary to Local Plan Policies CS28 – Sustainable Design, and SP55 – Design Principles, as well as the guidance in SPD4 – Householder Design Guide and to the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
