Conditions / Reason for Refusal: 01 The existing building is not capable of conversion without substantial building operations, which go beyond those set out in Class Q Part Q1 (i) - (i). In addition, the level of demolition exceeds the partial demolition to the extent reasonably necessary to carry out building operations allowed by paragraph Q.1(i)(i), in breach of Part Q1 (i) - (ii). Additionally, the proposed garden area exceeds the maximum size set out in the definition of ‘curtilage’ in Paragraph X ‘The interpretation of Part 3’. In view of the above the development does not benefit from the permitted development rights and set out in Class Q and Paragraph X of Part 3 of the Town and Country Planning (General Permitted Development Order) 2015 (as amended). 02 The proposed dwelling seeks to replicate the appearance of the existing agricultural building by the use of concrete panels and corrugated metal sheeting. The nearby properties are all more traditional stone built dwellings, one of which is a listed building, and the proposed dwelling by virtue of the design and materials is considered to be harmful to the visual amenity of the locality.
