The propsoed use is not one listed as appropriate in the ground floor of buildings sited within allocated Secondary Shopping Frontages proposed use would therefore be in direct conflict with the requirements of adopted Local Plan policies SP19 ‘Development Within Town, District and Local Centres’ and SP21 ‘Secondary Shopping Frontages’.

The applicant has failed to submit a Noise Impact Assessment in order to assess the impact of noise from traffic on the A633 on future occupants of the property. As such the application would be in conflict with adopted Local Plan policies CS27 ‘Community Health and Safety’ and SP52 ‘Pollution Control’, along with paragraph 135(f) of the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
