Conditions / Reason for Refusal: 01 The Council considers that the two storey front, two storey side and single storey rear extension and raised decking to the rear represent a disproportionate addition to the existing dwelling and is inappropriate development in the Green Belt. The development would have a significant detrimental impact on its openness.. No very special circumstances have been demonstrated to overcome this and other harm caused and as such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework. 02 The Council considers that the proposed two storey front extension and two storey side extension by virtue of its position, size and forward projection is of a poor design and use of render is wholly at odds with the character of the host property and would detrimentally affect its appearance by overly dominating the front elevation. The two storey side extension is not set down from the host property ridge or back form the principle elevation thus would dominate the exiting dwelling. The proposed two storey front and two storey side extension would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and its adjoining neighbour. The proposal would therefore be materially detrimental to the street scene and locality. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’. 03 The proposed raised decking by virtue of the design, siting and scale are considered to have a significantly harmful impact on the amenities of occupiers of neighbouring dwellings. The works would result in overlooking of the garden areas and habitable accommodation of no.s 11 Walseker Lane and 15 Walseker Lane which is to the detriment of the occupiers of those properties. The proposal is therefore considered to have a significantly harmful impact on the amenities of occupiers of neighbouring dwellings. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
