The Council considers that insufficient information has been submitted to enable the Local Planning Authority to make a full assessment of the likely noise impacts on nearby occupiers resulting from the proposed installation of the air source heat pumps. As such the proposed development is contrary to Policy SP52 ‘Pollution Control’.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst additional information has been requested to enable a full assessment of the likely impacts of the proposal the applicants have declined to supply this. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
