The Council considers that the proposed extension by virtue of its prominent position to the front of the property would introduce an incongruous and visually intrusive feature in the street scene and would appear out of keeping and harmful to the Harthill Conservation Area. As such, the proposal would be contrary to Local Plan Policies CS23 Valuing the Historic Environment, CS28 Sustainable Design and SP41 Conservation Areas and SP55 Design Principles and guidance contained in the Adopted Supplementary Planning Document - ‘Householder Design Guide’ as well as to the National Planning Policy Framework.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
