Based on the evidence submittted it is considered that the change of use to a Residential Institution (use class C2) for no more than 1 child and 1 carer (at any one time) working 2 full shifts of 24 hours each (48 hours in tofal including an initial and final handover) does not amount to a change of use which is material and therefore it woud not amount to development.
