The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

The permission hereby granted shall relate to the area shown outlined in red on the approved location plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans

The development hereby permitted shall not be used as a riding school, for livery purposes, for the training of horses on a commercial basis or for any other trade or business purpose.

The materials to be used in the construction of the external surfaces of the development hereby permitted shall be in accordance with the details provided in the submitted application form. The development shall thereafter be carried out in accordance with these details.

No development will take place (including any ground works, site, or vegetation clearance), until Landscape and Ecological Management Plan (LEMP) has been submitted to and approved in writing by the local planning authority addressing:
1. Creation and enhancement of habitats in accordance with the Biodiversity
Gain Plan
2. Management of onsite habitats to achieve biodiversity net gain in accordance with
the Biodiversity Gain Plan
The LEMP will include the following:
a) Purpose and conservation objectives for the proposed ecological design
b) Detailed design(s) to achieve stated objectives.
c) Extent and location/area of proposed works on appropriate scale maps and
plans.
d) Type and source of materials to be used where appropriate, e.g. native
species of local provenance.
e) Timetable for implementation, including the planting of the screening
hedgerow prior to first use of the development.
f) Persons responsible for implementing the works.
g) Details of initial aftercare.
h) Aims and objectives of management.
i) Prescriptions for management actions.
j) Preparation of a work schedule (including an annual work plan capable of
being rolled forward over a five-year period)
k) Habitat monitoring provisions for a period of 30 years from establishment.
l) Details of the individual, body or organisation(s) responsible for implementation of the plan
The development will be implemented in accordance with the approved details and all features shall be retained in that manner thereafter.
Reason
To ensure a minimum 10% Biodiversity Net Gain in the interest of ecology improvements. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the LEMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The approved plan will be implemented in accordance with the approved details

No removal of hedgerows, trees or shrubs shall take place between 1st March and 31st August inclusive, unless a competent ecologist has undertaken a careful, detailed check of vegetation for active birds’ nests immediately before the vegetation is cleared and provided written confirmation that no birds will be harmed and/or that there are appropriate measures in place to protect nesting bird interest on site. Any such written confirmation should be submitted to the local planning authority

Biodiversity Net Gain
The effect of paragraph 13 of Schedule 7A to the Town and Country Planning Act
1990 is that planning permission granted for the development of land in England is
deemed to have been granted subject to the condition (the biodiversity gain
condition) that development may not begin unless:
(a) a Biodiversity Gain Plan has been submitted to the planning authority, and
(b) the planning authority has approved the plan.
This permission will require the submission and approval of a Biodiversity Gain Plan
before development is begun.

POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
