The Council considers that the design of the two-storey side extension being over half the width of the original dwelling, would create a scheme that would not be subservient to the host property and would be harmful to the character and appearance of the host property and the streetscene in general. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.

The Council considers that having a bedroom with the lack of a primary window with a good outlook would be detrimental to the occupiers and future occupiers of the property. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.

The Council considers that the loss of front garden would materially affect the street scene. It is therefore contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’.

The proposed rear extension due to its projection and location along the shared boundary has potential to have an unacceptable impact on the residential amenity of the adjoining occupiers and is therefore contrary to to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
