Conditions / Reason for Refusal: 01 The Council considers that due to the relationship between the host property and No.20 Manor House Road, the scale and location of the proposed two storey side extension would result in an overbearing impact on the neighbouring property (No.20) and its private amenity area. The proposal would therefore have a detrimental impact on the amenities of the occupiers of the adjacent property contrary to Local Plan Policies CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, as well as the Council’s SPD ‘Householder Design Guide’ and the guidance in the National Planning Policy Framework and the National Planning Practice Guidance. 02 The Council further considers that the proposed extension by virtue of its size and not being set down or back fails to create a subservient addition to the property and unbalances the pair of semi-detached properties. As it is clearly visible within the street scene it will be detrimental to the appearance of the host property, as well as the streetscene and character of the area in general contrary to Local Plan Policies CS28 ‘Sustainable Development’ and SP55 ‘Design Principles’, as well as the Council’s SPD ‘Householder Design Guide’ and the guidance in the National Planning Policy Framework and the National Planning Practice Guidance. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
