The Council considers that the proposed front extension which extends to almost the full front elevation and which would result in the loss of the existing bay window would materially affect the character of the host property and form an incongruous feature that would be out of keeping with the existing dwelling. The proposed extension would be a bulky addition to the front elevation. It would therefore be harmful to the visual amenities of the host property and street scene and is contrary to the NPPF, policies CS28 ‘Sustainable Design’, SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
