The Council does not consider that the separate retail unit created by the proposed development would be ancillary to the petrol filling station retail function, and could be disaggregated from the petrol filling station. As such, the submitted Sequential Test fails to consider nearby local centres for the separate vendor proposed for the site and proposes a retail outlet of excessive size in relation to the petrol filling station. As such, it is considered that the development is contrary to adopted Local Plan Policies CS12 ‘Managing Change in Rotherham’s Retail and Service Centres’ and guidance contained in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
