The proposed new dwelling would result in less than substantial harm to the adjoining Grade II Listed former agricultural buildings known as ‘The Barn’ & ‘The Winnows’, being detrimental to their setting by way of incorporating inappropriate materials and appearing overbearing when viewed against the backdrop of the farmstead. It has not been demonstrated that the less than substantial harm is necessary to achieve substantial public benefits that outweigh that harm. As such the proposal is contrary to the Local Plan Site Development Guidelines, Policies CS23 ‘Valuing the Historic Environment’ and SP40 ‘Listed Buildings,’ as well as advice contained in the NPPF.

The proposed dwelling would appear overbearing to the occupants of ‘The Barn’ to an unacceptable degree, owing to its height, location, scale and massing, contrary to Local Plan Policy SP55 ‘Design Principles’ and advice contained in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
